Manual Handling Operations Regulations

Introduction
The manual handling of loads is governed by the Manual Handling Operations Regulations 1992, the Regulations embrace the minimum health and safety requirements for the manual handling of loads where there is a risk, particularly of back injury to workers.

The Regulations supplement the general duties placed upon employers and others by the Health and Safety at Work etc. Act 1974, they also supplement the broad requirements of the Management of Health and Safety at Work Regulations 1999.

The Regulations do not apply to or in relation to the master or crew of a sea-going ship or to the employer of such persons in respect of the normal shipboard activities of a ships' crew under the direction of the master.

Objectives of the Regulations

The objectives of the Regulations are to implement the EU Directive (90/269/EEC) and apply an ergonomic approach to the prevention of injury while carrying out manual handling tasks.

Duties of Employers

Each employer shall (Regulation 4) so far as is reasonably practicable, avoid the need for his employees to undertake any manual handling operations at work which involves a risk of their being injured. Regulation 4 places duties on employers to make evaluations and then assessments of certain manual handling operations.

Duty of Employees

Each employee while at work shall make full and proper use of any system of work provided for his use by his employer in compliance with Regulation 4(1)(b)(ii) of these Regulations.
